Placing a tower piece, and having in his area a follower, is it a must to take 1 follower prisoner (other player or his own)?

@npetre Welcome to Carcassonne Central!
After adding a floor to a tower you MAY capture a meeple in range. It is not mandatory.
If you check WICA as DrMeeple suggests, The Tower rules read:

PLACING A TOWER FLOOR AND CAPTURING A MEEPLE
Whenever you place a tower floor, you may immediately take 1 meeple off the board; it can belong to any player, including yourself. The captured meeple is placed in front of you. When "capturing" your own meeple, return it to your supply.
The word highlighted in red indicates that capturing a meeple is optional.

Well I mean that you must to take a prisioner no matter if it's yours or not in case that you decide to take a prisioner. That's what I understood about your question...
