There's no restrict about mixing C1 and C2/3 expansions (except those using farmhouses and/or sheds, since those are not present on C1 tiles).
WICA refers to visual incompatibility here

It just means that The Phantom can be conbined with any edition since it has no tiles. This could also happen with The Gifts now...

However, you will see that the C2 rules ignore phantoms altogether, even when CundCo has been including The Phantom sets in some Advent packs, or selling teacher meeples that can be used as phantoms. An odd choice on their part.

What do you mean by this? You mean that phantoms don't "exist" in C2?

The approach to C2 rules ignores any interactions with minor expansions in order to save space in the printed rulebooks and spare HiG from explaining those analyzing those interactions as well.

So far the only exceptions are in the interactions with minor expansions included in Big Box 4/6/7 (they couldn't avoid this) and the interaction with Exp. 1 in Cathedals in Germany.

Therefore, the listings included in Exp. 3 (the dragon's meal plan) ignore  phantoms and any figures from minor expansions (the mage, the witch...), even if in the original document from 2015 used to create these pages considered them, as you can see here:

It is a pity that HiG systematically discards all this useful information.

What is this version of the game? And what's the Mobius collection?

This is the 2nd edition of the C1 base game in Japanese.
Möbius is the local publisher. They have not released much in terms of carc games, so I've been trying to track down everything in order to have their full library.
They've got:
C1 base game (1st edition has the older box art, and then this 2nd edition with updated box art, the pig in the field and the meeples at the top)
C2 base game (which comes with the Japanese buildings expansion)
C3 base game (which is called Carcassonne '21)
Carc20
Hunters&Gatherers '20

Out of the above, I'm just missing C3, but @Decar has got a copy waiting for me, and the H&G, which should be on its way 

Ow, and fun fact;
This delivery, together with the Carc I bought in Carcassonne, now has taken the museum to over 12k tiles
