In my mind the fourth sentence would be better worded as follows:

"If the Mage or and the Witch is are already on a land tiles, the player must move one to a different tile."

I agree with this; in fact, I insist on it for English grammatical purposes.

There seems to be an agreement in the rules that you only place a ferry when you place a thief on the road. If no thief is placed initially, placing one later obligates placement of the ferry, so there should be no problem. Doesn't hurt to place a ferry immediately though.

In the games that I've played, farms tended to get very large, so in the group that I played with it was important to get a farmer down early or there might not be any empty farms of decent size later. We were putting farmers down while placing the river. It usually paid off, but there's some risk. I only play one farmer in this way; I look at placing more farmers later when cities have been established.

As I've stated many times previously, Spielbox expansions are not part of the Z-Man Games licensing agreement. The Games Quarterly expansion and Siege expansions are also not part of the agreement; those were exclusive to Rio Grande.

Belagerer and expansions from Carcassonne-on-Tour might be included in the agreement after their exclusivity period expires? Someone from HiG will need to confirm this.

Yellow was just stating his personal opinion; we don't all need to agree on a single viewpoint. I support the idea of adding ratings and reviews for fan-made expansions and variants, but to be helpful for as many people as possible they would need to be somewhat detailed. Merely knowing that someone likes an expansion is not helpful to me because they might like different things than I do. For example, some people like Princess & Dragon and some people don't care for it much. If I also don't care for P&D, I might find myself liking the same fan expansions as other people who don't care for P&D because we tend to have similar preferences.

I don't mean to say that a review of a fan expansion should be qualified with which official expansions the reviewer enjoys. Let's imagine that I'm writing a review of a fan expansion that lets you remove another player's follower when placing a tile with a particular image on it. In the gameplay portion of my review, I would want to mention that the expansion includes some player interaction mechanics, so if you like player interaction mechanics you may be interested in this expansion, but if you don't care much for player interaction mechanics you will likely not enjoy this expansion. Similarly, if I'm reviewing an expansion that has the potential to create imbalance in scoring, I'll make mention of this because I know that some people don't like it.

Hi rfielder, this is frustrating for us too. When Z-Man got the license to print Carcassonne, I immediately reached out to them and offered our services to help with new version of the rules, but they decided to handle it internally. Since Z-Man Games is located in Montreal, I suspect most of the people who work there have French as their first language, so it's not surprising that they've made some different translation choices.

Most of the games I've played in the past were hosted at my house, and I was teaching the game, so I've never had a dispute between the printed rules versus the CAR. As others have already mentioned, the CAR is the most accurate set of English rules, and the only set of rules which includes footnotes. What I would do if I was not in a position to enforce the CAR is discuss the issue with the other players prior to the start of the game, explain to them why the CAR is better, and hope that they would agree with me. I think it's important to have one global standard for rules so that you can play with anyone in the world.
