Let's say we have a 2-Player majority on a road. e.g. both red and yellow have a 3 meeple majority. Both red and yellow have one hill each as the tiebreaker, BUT red has the big meeple on the hill. Do both score points or only red? How about if there is a majority on different hills? e.g. same situation but red has 2 hills while yellow has one (regular meeples only)
