a) debatable. because he MUST choose the lowest scoring one, we can argue it to be 1. But then the wording of the rules using choose is redundant, thus one could argue the correct answer to be 2. B) 5 points. If it now was the end of the game, the monasteries would be incomplete, thus no vineyard bonus.

1) applying the rules of 10/2015:
12 tiles*2 for inn +3 (castle) +2*1 (little buildings)=29 points
2) sure, the city on the halfling adjacent works.

3.1) 11 occupied spaces*2+3+2=27 points
3.2) The wagon could also move to the city on the Halfling occupying the same space as the one right next to it.
