WICA says that you can assign ghosts to meeples placed in the City of Carcassonne or the City of Leipzig. However, I do not think that this is true, as you cannot assign a fairy to meeples placed in the City of Carcassonne or the City of Leipzig. Also, assigning ghosts to meeples placed in the City of Leipzig would defeat the scope of the The Markets of Leipzig expansion.

Any opinions?

Meeples in City of Leipzig are stacked there until end of the game. So they have nice life, protection, good food.


Meeples in City of Carcassonne have also nice life, but they are for game purposes only available in one specific moment, when any feature is finished between 2nd and 3rd phase. Before and after they not "exist" in game as meeples, just as wooden pieces placed on specific positions.

For the sake of simplicity, I would agree that ghosts can be assigned to those meeples that could be assigned the fairy. So special features such as the City of Carcassonne, the City of Leipzig and the Wheel of Fortune won't allow ghosts in them.

Note that a meeple placed on top of a tower can be assigned ghosts even if it cannot involved in a proper scoring.

Yes. Meeple can be captured by tower, eaten by dragon, the it gets a bonus. Ghost can be assigned to it. Pure meeple
