Why can't you capture pigs and builders with a tower?

I fail to understand the logic behind what you can and cannot capture by placing a tower floor. For example

• Abbots, Mayors, Wagons... yes
• Pigs, Builders: No

Why? Is it because they're not "meeples"?

That's it, you can only capture meeples

...and you can find the definition of what is considered as "meeple" in the WICA

…or you can just add “pigs and builders can be captured by a tower” to your very nice house rules, hopefully using an expression as amusing as “farmers don’t fish”!
