Whirlwind (portal) into a Besieged City?

Please excuse my ignorance, but I was playing Ark of the Covenant with fan-made expansions The Great Whirlwind and The Walls of Jericho (by the way, great job, Scott!  Also love the Jordan River!).  Anyway I besieged my opponent's city, whereupon he immediately lost his prophet.  Would it be possible for either of us to whirlwind back into the city at a later point to finish then claim the city points (albeit at half value)?  I would imagine this question would also apply to Cathars and Portals in the original version.

I haven't played AotC but I had a look at the rules of the base game and the other two expansions.

This said, I see that is perfectly valid to claim an unoccupied city with a The Great Whirlwind no matter if it is besieged or not. If it is besieged, you will be able to score it but at half value, of course. But who could say no to a few points?
