That is a tile from the 9th expansion, Hills&Sheep.
When you draw such tile with a hill on it, you have to draw another tile and place it (without looking at it) upside down, underneath this tile
You place it on the landscape as per the usual rules.
If there is a draw in majority for a feature, if you have a meeple om that feature that's on a hill tile, it breaks the draw

Didn't you notice that it doesn't have a watermark? It could have been a typographical error.
Haha, my friend found out and told me, but I couldn't see it myself.
