Winter Edition animal tile rules?

Footnote 3 from the W-CAR v1.1 says:

3 HiG has asked the fans of the game for new rules to use with the animal tiles. For now,
however, the animals are simply aesthetic.

Does this mean that HiG intend to officially sanction a set of rules for these 12 tiles at some point? If so, has that happened yet?
