the robber tocken placed on the road is only a reminder, what matters is only the robber tile

If my adversary will close a 11-tile long road, they will get the tile and the token will get back to the board. Did I understood right?
Is shortening a completed road possible? I don’t play Ferries, but I read @Meepledrone’s comment to say that the scenario posed here is impossible? Is this true even if the tile placed is itself a Ferry tile? For example, in this image from WICA, if the Ferry at 3 were connecting the top 2 roads and the road going to the right was completed, could the Ferry be moved to the position shown in the image, thus shortening the road to the right of Ferry 3?
it should be possible very easily ferries:e.g. we have a T-lake tile. One side has 0 roads ATM, one has 3 and one has 5 (excluding the roads on the Lake-Tile in this count). The Ferry gors from the 3-side to the 5-side. Thus a 10 long road. Then we add a Cloister with a Road(base game) to the 0-end. Because we extended the road on one end of the ferry
wait, the road needs to be connected to the FERRY?
