I feel one of the areas Carcassonne is rather weak on is that roads are not actively used to link the cities together.  It is an omission that I try to exploit in my own homemade expansions where I create city tiles with functions that can be matched to other complimentary tiles in other cities.  I use the roads to link the cities and score when matches are achieved.
