Title: Why can't you capture pigs and builders with a tower?

I fail to understand the logic behind what you can and cannot capture by placing a tower floor. For example

• Abbots, Mayors, Wagons... yes
• Pigs, Builders: No

Why? Is it because they're not "meeples"?

...and you can find the definition of what is considered as "meeple" in the WICA  :)

…or you can just add “pigs and builders can be captured by a tower” to your very nice house rules (https://www.carcassonnecentral.com/community/index.php?topic=6106.msg89823#msg89823), hopefully using an expression as amusing as “farmers don’t fish”!   ;D

Actually I’m giving a belated +1 merit for that!
