remember that the 2002 game rules state that a completed two-tile city was only worth 2 points?

Hmm,
I don't know. I like current simple rules. Finished city 2 points per tile, unfinished 1 point per tile. No exception.

Hmm, did someone mention that city can have a Cathedral?  >:D

That original exception would motivate players to avoid too many 2-tile cities and motivate them to build larger cities... ;D

I never applied this rule, and I did not know that it was in force at the beginning of the existence of the game (discovered during a discussion today by comparing various rules sheets version 1)

Besides the scoring of small cities, there were two versions of filed scoring before the current one as well... Here you can find some information abou all this in French:

the box I have (purchased second-hand 10 years ago) is identical to the one with the scoreboard 70 points, but inside the gray scoreboard 50 points and game rule 2002.

Maybe this is reason, why worldwide is stored in memories, that 2 points/small city.
German rules were updated, but other languages keep original scoring

I expressed myself badly, the game is from 2002, I have another 2005 copy and the rule is modified, but as I was playing with the 2005 I had never noticed the differences

I still feel that sometimes players can get too many points when they draw a lot of “city caps” and are able to place them to extend a farm with lots of “football” cities: these effectively add 7 points each (4 for the city and 3 for the farmer).  But like everything, you just have to watch for it and play defense.

I held on to the old farm scoring for a long time, because I felt like fewer total farm points were awarded.  But tactics with the new rules are just much clearer.

Something that I'm not going to do a very good job explaining, is that using city caps to simply score 4 point cities means that they're not being used to close larger cities that score a lot more points.  Dangos with lots of open edges have less potential to be closed off and score; well placed caps can mean they're being used to their full potential.

I'll try and explain this another way:  If you have 4 tiles which are caps, you might score 8 points.  But If I had 1 cap I might almost have a closed city with 10 points, because of a pennant, and the potential to score 14 in another turn or two, where as the other player need to start something new again.

Farming does convolute things, but there's as much chance of either player getting those 4 pt cities, and usually when they clump together they leave big opportunities to glom together.

So I'm a big advocate of keeping the simpler rules, even if the original or 2nd edition ones were more balanced, as I suspect they become much-of-a-muchness when considering the strategy of all 3 sets of rules.

I suspect a pro-player, (or @danisthirty) would have some good insights into how these pan out during games.

Do spiel tiles have specific game rules?

Spiel tiles have no official rules. You are most welcome to suggest some for them. ^-^
