Additionally, we have to review all the lists enumerating meeples to consider guard meeples.

Regarding the Ukraine Promo, we are assuming that it does not activate the logic associated with inns and crop circles by itself, so we only consider its special features when playing with the corresponding expansions (the same as the inns in River II or Exp. 8, or the crop circle in Halflings, for example).

Regarding the rules for the Ukraine tile, on Cundco it also states:

There are no special rules. You can use it as a normal tile, as an additional tile for the 1st expansion Inns and Cathedrals, where it can be used as an inn, and/or as an additional tile for the mini-expansion The Crop Circles.

So I would agree that there is no need for rules for the tile, as the features only come in to effect when using with the I&C or CC expansions. It can be noted that they are there perhaps?

The following three tiles show symbols of the 9th expansion Hills & Sheep which rules do apply here. The rules of tiles 1 and 2 can be applied without further game material. I could finish the C3 tile distributions in mid-September, so we are a few months behind only...
