I don't think it needs to be used as starting tile, this tile also exists in the normal base game (other than starting tile)

On the other hand, it can be a good idea to use it as a starting tile.

It reminds the players to read the rules of the game (and ask for clarification) before starting the game!

He arrived ! The tiles are much more colorful than in the German 2020 edition.
