Popped into a random secondhand and found this tile laying game for 30 SEK (roughly 3 Euro). Perfect condition but missing one thing, Swedish rules. I suppose Norwegian will suffice. Or the internet.

This would be true. As it says, they are not part of the road, and thus stops the road from continuing. This is how my group always played.
But I do see the potential misinterpeting, as it is not part of the road it can mean it doesn't stop the road(s).
And then there is this: No tower, no stopping the road. Tower piece(s), road(s) become separated. A nice idea I think, adding complexity.

So I just bought a used old art basegame with Graf mini exp from someone. Paid only 150 Swedish Krona, which is just under 15 Euro and box and tiles in very good condition. On my way home, dark, late, wind and tired รค, the wind threw a 200 Swedish Krona bill on to me.

I do have an idea I'd like to try. A wall with holes and machinery that sucks in air thru the holes. You'd then place a regular tile in front of one of the holes and the airflow would keep it suspended. Of course, there is the issue of the noise.

If really keen on using all the tiles, you can have the river and the starting tile both to begin with, joined at their grass ends, river flows opposite city segment.
