Fairy points

When the fairy is located on tile with one follower, if the player having the move and with tile finished landscape where is the fairy,  realizes that 1 bonus point because it is in the possession of the fairy, and 3 points because she is located on the tile, which is part of the landscape that closes (city, road, the monastery)?
Whether villa realized 4 points or 3 points without that 1 bonus points?

I think you get 1 point at the beginning of your turn (before drawing your tile) and 3 points bonus at scoring.
