The only thing holding WE3 back from being published in North America is Asmodee, and it has nothing to do with anything happening in the future. They are notoriously late on releasing new Carcassonne products in North America. It seems to take a few years and a lot of badgering them on social media before anything finally happens.

The Advent sale starts around the time that Advent starts, which is around the end of November or beginning of December. Although December 1 is the first day of Advent this year, I expect the sale will start before the end of November.

I am not exactly sure what you mean by the “strength” of the neoprene, but I suspect you want to know the thickness. The tiles are 3mm thick and the scoreboard is 2mm thick.
The shot glasses are 2 inches tall (51.9mm) with a 1.9 inch outside diameter at the top (48.5mm) and 1.25 inch outside diameter at the base (32mm). This gives a slope of 0.15 radians or 9 degrees.
