Welcome dodobass.
Are you meaning that if a player places a tile there may be a follow-on action based on a feature or something on it, or an adjacent tile, that immediately, for example, allows the player to take another tile, which might trigger another tile, and so on? Like a continuing builder so long as the city he's in is extended?
I've been looking though all the fan expansions for a listing on Wikicarpedia and don't think I've seen anything that creates a series of knock-on events - normally the follow-on action only occurs once. However, it's possible I've missed it as I've looked at an awful lot of expansion rules over the last few months ...

I couldn't quite work out why they were called "fake" tiles. It seems to be a collection of disparate tile designs - some river, some forest, some roundabouts - for different people that never made it as formal downloads, or with rules, from 2008 or before. Some of the tiles may have appeared in other expansions at a later date.
The links in the first post on the thread, meepledrone mentions, still work. Images are also present in another, connected, forum post.

You can find it listed on the Fan Expansions page on WICA ... https://wikicarpedia.com/index.php/Expansion_List_-_TestDisplay all the Expansions, then use your Browser Search bar to look for "Black Fairy" You'll find a link to the expansion on CarcF. The expansion summary, which will be added to a future release of the Expansion List states "If the Black Fairy is placed next to a follower at the beginning of the player's turn, the player loses one point."
