Regarding mentions, you start typing @ followed by member name and a menu pops up with options... Not a big deal. 
Hmm, this doesn’t work for me on the website. Are you using it via Tapatalk or something?

No, you only score for the first thing that scores in the vicinity of your castle, so for Blue that is just the city. The chain reaction does not loop back round again.

In the official Carcassonne app for iOS, you can move the Fairy after placing a Dragon tile and before the Dragon moves.
