The "Sell Wine" action suffered several changes after its release. I sent them some comments because some discrepancies in the Map-Chips rules for the map fo France:
* The German version included the "Sell Wine" action in Step 1 (the same as in other Map Chips rules)
* The English version included the "Sell Wine" action in Step 3
After several rounds of corrections they made a new mistake and aligned the rules layout the other way round: And changed the German rules to follow the lead of the English ones. When I wrote to them about this, they just told me they wouldn't change it back even if it was preferable to leave it the way I was suggesting. So, I kept the preferred layout in WICA.
If you check the latest rules in PDF format, it seems odd that you trigger a direct scoring from a tile placement in 1. Placing a tile and you have to wait until 3. Scoring a feature in order to receive those points when selling wine but not when taking Map Chips from the board.
I updated the footnote but didn't add all this detail.
