Actually, this whole thing is not far from my idea of just using one meeple to claim features on your turn. It was thought of as a Solo idea, but I don't see why it couldn't work for multi-player games - see who can wait to the last minute before placing a farmer ...

How about this for a variant rule!

Everyone gets 1 meeple that they can put on a single tile, something like the robber on the scoreboard!  If you place a tile that closes all but one side of a large city, you can move your “robber” to that tile.  Then, if another player closes “your” city, that player scores the full points for the city and you score half the points (rounded up) just like the robber would do on the scoreboard.  But, if another player places a two sided city tile on that city’s last end point, they put their robber on the new tile and send your robber back to your supply.

This is why I’m addicted to Carcassonne, everyone can spin off variations and different combinations of partial expansions to create whatever game they want with whatever rules everyone at the table agrees to!

And as to Bumsakalaka’s comment, how the “robbers” are scored at the end of the game is up to whatever the players agree to at the start of the game!

Looks like even an April Fools joke can create a new variant!

Ok folks.
We tested Caraccsonne without meeples on 9th Czech CarcassonneForum Meet-up.
There were tournament in H&G edition 2, quizz about whole Carcassonne universe and a lot of games and testing expansions and fan expansions.
We also tested my variant idea about Carcassonne without meeple.
Origianl idea deosnt work.
Nobody wanted to create large cities to get advantage to other players to close city
So extra rules will be needed for placement with some rules.
So not closing this idea but additional rules will be required.
Some ideas: Disallowed placement of city tile:
1. Do not increase open edges of city
2. If multiple placements allowed place tile place it to placement which decrease open edges.
3. Always place city tile to city tile (like river)
4. If open monastery placement to monastery is preferred in order.

Problematic are large CCxx and CCCx tiles.

And I can imagine those points coming up, as monasteries and CCxx/CCCx tiles are really more for the mechanism of meeples.
But it is a nice thought to take HiG's April Fools and actually making it work  ;D

Yes. I have an idea also how to combine with regular game.
Like advanced players, beginners.
In beginners, there will be 2nd tile on table which return all meeples into box. This will be regular without meeples variant.

Advanced variant will have this time mixed into deck. So game is playing in regular way until this tile is not placed.
After placement of this tile (there will be abbey edge style, that can be placed anywhere, but placement not needs be surrounded by other tiles - player will remove meeples from supply and all meeples on boards stays there and wait.
Then when player place tile and close any feature. It will count as player has a meeple on this tile, doesn't matter if feature is occupied or not. So if player closes 2 features, in each feature will he count one meeple + to existing meeple if any. If in feature will be none meeples, then feature is automatically scored to player which place tile and close feature.
Any suggestions?

I think we are still going to try the idea of a single "robber" on the tiles, not on the scoreboard!  That way the CCFF and CCCF tiles are still useful in creating larger features.
