The CAR states that the Mage or Witch must be placed onto a segment of unfinished City or a section of unfinished Road. So you can't place either into the completed city in this example.

I just received the new Big Box (the one in the new art) for Christmas and on the back page of the rule booklet it has the turn sequence which is as follows:
1. Place A Tile
Place 2 Gold Ingots
Place The Mage Or Witch
Place Robbers On The Score Board
2. Place A Meeple
Place A Meeple Or Abbot Or Large Meeple
Or Place A Meeple or Large Meeple On The Flying Machine*
Or Place The Builder Or The Pig
Or Remove And Score The Abbot
(Obviously these aren't all the types meeples you could place but this is just for the types included in the box.)
3. Score A Feature
Move Your Scoring Meeple Or Messenger Along The Scoreboard
4. After Scoring
Distribute Gold Ingots
Draw Messages
Rob Other Players
Perform Crop Circle Action
In The Cities section under 3. Scoring A City it says: "A city is completed when it is completely surround by walls and there are no gaps inside the city." Because you place the tile before adding the Mage or Witch the city would already be completed before you could add the Mage or Witch. Obviously this would also apply to roads a well.

*Just a side note I assume that because the Abbot isn't listed as an option to use for the fliers it means I can't put the abbot on a flier? Also does this mean I can't use meeples from other expansions?
