When I meet the conditions necessary to place a meeple in the City of Carcassonne and move the count, may I ALSO place a meeple on the tile that I played to create that condition?
For instance, say I finish an opponent's road with a tile that also has a city segment on it. The opponent scores points for the road, and I score no points. That allows me to put a meeple in the City and move the Count. May I ALSO play a meeple as normal on the tile that I laid down, provided it doesn't result in me scoring points on that turn? E.g., can I place a meeple on the new uncompleted city segment on the tile I played, as well as put a meeple in the City of Carcassonne? Or is it just one meeple per turn and I have to choose between putting it on the tile I played or putting it in the City of Carcassonne?
