Help me understand. JCloisterZone weird behaviour or am I missing something?

Look at these two images. They're screenshots of two consecutive turns of mine. Why wasn't I able to put a farmer in the tiles I marked with a red X? In the first case I was able to put a knight in any of the two city segments, but not in the field. What am I missing?

Labyrinth have 4 fields, same way as standard RRRR tile from a base game.
