We cannot to complain to BGA issues (we can, but with no response), but currently it is maybe best and available solution to play this kind of tournament. No problem, just curious because of Mists of Carcassonne, where are ghosts. So wanted know, if you are looking to Phantom or something else, I don't know.
Tile placement is in phase 1. Placing a tile Abbot scoring is in phase 2. Placing a meeple Scoring phase with wagon is in phase 3. Scoring a feature And movrlement of wagon is also in phase 3 after scoring. Here ypu have two options 1. to move qagpn to any uncomplered unccupied feature according to wagon rules and edition C1 or C2 2. return wagon to ypur supply.
So simplyfied answer is: Yes you can, but in this order.
