In this case, the tile would have all the roads completed and one uncompleted city that converts into a castle. The latter makes the tile to lose its last valid feature to settle its bets as if it didn't exist in the first place. In this case, the bets should be removed automatically for the sake of consitency with the case where a castle built on the bookmaker tile before the bets where placed.A house rule could force the players to not be able to remove their bets in this case as an option, but using a castle to achieve this seems a bit exreme to me.
