Good spot. Fortunately it appears to be their own fan-expansion. Selling it is still illegal but at least they're not trying to make money from someone else's ideas...

And 1 euro is extremely cheap so there isnt much profit in it..

I think since he's just selling a figure, he can get away with it. Unless he's trying to push it off as official. It's not quite the same as selling Carc tiles.

it's hard to navigate in carcassonne, because the map change constantly.

I don't think any of these cause a problem as the artwork hasn't been reproduced in any way. The only exception to this is the German monasteries at the bottom, but this is an official expansion anyway so it's OK for it to be resold.

If I'm wrong on any of this, hopefully someone will correct me... ?

If you check their completed listings you can see they have made quite a bit of profit from spielmaterial.de's wooden pieces/ their own rules. I think some collectors only look at ebay and seemingly bid high amounts on something they haven't seen before - this seller has found a good opportunity to take advantage of that sort of mentality.
Probably legally fine though  O:-)  :(n)   >:D   :(y) C:-)
