Your interpretation is correct, followers are those that may take control of a feature by being placed on a tile (this last specification excludes the barn). The summary picture of the WICA page you mentionned isn't intended to make a distinction between meeples and other figures. But if you select expansions on this page, then you have a distinction between meeples and other figures that aren't meeples

Ce document a été fait pour ma propre utilisation, n'ayant pas les règles en français et afin d'avoir un seul document incluant les extensions que j'utilise. Order placed, but too sad there's no spiel 22 tile  I ordered all of the maps (except USA that I already own), last yeard adding a map made the shipping costs a lot higher, but today adding the maps only increased the shopping costs from 19 to 21 Euros (to Switzerland)

Maybe it would be better to make our own clarifications that'd make sense with the overall Carcassonne expansions instead of trying to make sense with clarifications from HiG that are always changing and never taking the whole game into consideration...

Once a castle is triggered, you takes its meeple off. It can't be triggered twice. So that's 10 points for gray, and 5 for green.
