For me, there are 3 canonical rules of Carcassonne:

* Randomness is exclusively in the tile draw.
* There is a maximum of one meeple per tile.
* No "spendable" resources are accumulated.I sometimes play expansions or variants with minor violations of one of these rules, but this one violates all 3!
