According to Z-Man's facebook page, they're planning to reprint Kids of Carc in 2014.

I'm a little surprised that the Kids of Carcassonne has been unavailable in English. Here in Francophone land (Geneva), I see 'Mon Premier Carcassonne' quite often in stores - more than most expansions for Carcassonne itself.

I think Rio Grande only printed it once, and Z-Man Games has been busy scheduling everything for reprinting. The schedule is based partly on current stock levels at the distributor (Alliance) and previous sales (which suggests the popularity of future sales relative to the other titles).
