No, it is not an official expansion by any of the Carcassonne publishers.

The Spain 2022 promo is made by a team from Carcassonne Spain, amongst which @Meepledrone who shared it on the forum here.

This promo was printed locally, and in limited quantity. I can't speak for them, but my understanding is that they are looking to see if a second batch can be made
