Cloister Placements After the Fact

This may seem pretty obvious, but if a Cloister and a Shrine are in the middle of a challenge, can another Cloister or Shrine be placed within the 8-tile periphery of either Cloister or Shrine?

My hunch is no, since a Cloister or Shrine cannot be placed in such a way that it can be rivalled by two or more Shrines or Cloisters (respectively), but still...

This is explained in CAR on page 84 looking at footnote 259.

You are certainly well to trust your hunch, for this is not possible to challenge but you can place the cloister or shrine in that area as long as no meeple is placed on it to challenge.

Quote for note 259:
Because the problems arise when there are multiple simultaneous challenges, one could allow placement of further shrines or cloisters into the area as long as no followers are placed on those cloisters/shrines (i.e. there are no further challenges).

I would assume this also goes for Flyers. :D

But I think the answer is "yes". Rules say:

I got confused. I thought even if a cloister and a shrine are in a challenge, you could still place a cloister in the 8-tile periphery of the cloister in the challenge and claim this cloister. Cloisters don't fight each other, eh?

It can be difficult and confusing for many to keep track on which cloister and / or shrine that are currently challenging one another.

This is why you are allowed to place a shrine or a cloister next to an already challenging shrine or cloister but not put a follower on the shrine / cloister part of recent laid tile.

What if the later cloister is only next to the cloister and not next to the shrine? That's my point. A cloister never challenges another (cloister)! So it's never confusing when you have a cloister-cloister-shrine chain.
I agree it is confusing when you have a cloister A-cloister B-shrine-cloister A circle, and that's precisely why you are not allowed to place a shrine challenging more than one cloister or place a cloister challenging a shrine that's already in a challenge.
