The rules of most expansions break the rules of the basic game somewhat.

The Completed Annotated Rules is a good reference, but quoting directly from the rule pamphlets that I assume you have:

Cathedrals:
On the right hand side of the front side of the rule pamphlet for Inns and Cathedrals:
"If such a city [i.e. a city with one or both of the cathedral tiles] is not completed by the end of the game, the knight scores 0 points for the player!"

Cult places [i.e. shines]:
In the third "page", right above the subtitle "The challenge":
"A player may not place a cult place adjacent to several cloisters, nor may a player place a cloister adjacent to several cult places."

Those are the official rules.  But as Tobias said, it is your game.  Play as you like :meeple:

Let me tell you my understanding of the wagon rules first.  (My questions are at the end.)

When a wagon is on a road, and when that road is completed and scored, the wagon can move onto a non-field feature (road, city or cloister) that is directly attached to the ends of that road, provided that those features are incomplete and unoccupied.
In the case of the blue wagon on the left-hand-side of page 70 in CAR 6.2, the just-completed road has the following features attached to its ends: one cloister, and two roads.  Blue wagon can move to the cloister and the vertical little road (because they are unoccupied and incomplete), but not to the horizontal little road (because it is occupied by red).

When a wagon is in a city or in a cloister, most usually the wagon could only move onto an (unoccupied-and-incomplete) road that leads into the city or cloister.
In the case of the blue wagon on the right-hand-side of page 70 in CAR 6.2, the just-completed city has the following roads leading into the city: the vertical little road to the north, and the horizontal little road to the east. The wagon could only go to the horizontal little road to the east, as the vertical little road to the north is already complete. (The blue wagon cannot move beyond one road, and hence cannot travel all the way up to the cloister.)

I guess that there are the following situations when a wagon can travel from a completed city or cloister to something other than a road.

1. The city-to-city situation described by MrNumbers, with the CRCR tile described in footnote 37. This tile comes with Inns & C and the Festival.  (Paldies! I have never thought of that possibility).
2. Between a city and a cloister that exists within it. There is one such tile in Princess & Dragon.

What I don't know is whether a wagon can travel between an abbey and a touching city. (I assume a wagon can travel between an abbey and a road that it 'breaks off'.)  Also not entirely clear to me are cases where two roads run into a bazaar, catapult fair, or corn circles (in corn circles 2).  (I know there is footnote 221, but that is still not clear enough to me...)

By the way you probably mean a Carcassonne-mini tournament rather than a Carcassonne mini-tournament. (When I saw the title, I initially thought that it was a small tournament of Carcassonne. Later on I saw that you meant a tournament of Carcassonne-minis.)  :meeple:

In a Carcassonne base set, there are 71 tiles up for grabs. 71 is a prime number, i.e. some players always get one less turn. Let me simplify this situation to a game where there are two players, and three tiles to pick from (with three also being a prime number). Player A picks one tile, and then immediately picks another tile after placing the first tile. Player B has one choice left. The probability of the second player picking each of the three tiles remain 1/3, no matter whether Player A picks the second tile before or after Player B picks a tile. However, the amount of control that Player B has over the situation is different depending on whether Player A picks a tile before, or after, Player B does. I like that Player A picks a tile after Player B picks a tile, as it gives Player B more choices, especially given that Player B is already disadvantaged.

Admittedly, this difference in control is minute when we are talking about 71 tiles.

Whatever you do, be consistent :).  (Thanks Scott for the Wikipedia page on Monty Hall problem!)

I would also like to thank all the authors, moderators, and contributors of this Rules forum!  When there is no one to play carcassonne with, reading about the rules gives me as much excitement as playing carcassonne itself!  (You know... thinking about all the possible scenarios there are when you combine various extensions... or maybe I have a rule fetish...)
