Title: The Dragon and Meeples on Towers

If the Dragon moves onto a space with a tower occupied by a meeple on top, does the meeple get taken off the tower?
Can the fairy protect under such circumstances?

Yes, the dragon takes away the followers from the tower.
The fairy protects from the dragon.
