Title: Wagon move after the turn

This bug/incorrect rule exists also in current (3.2) version of JCZ.
I must have an opportunity to move the wagon after the turn on any part of the nearby uncompleted feature, JCZ instead offers me to move it only on nearest tile. It isn't important playing only with A&M, but becomes important playing with P&D and Tower.

Is a Closed Issue (https://github.com/farin/JCloisterZone/issues/148) on github, so will be solved in next release.

btw, closed issues are not perfect solution. It's not visible on first sight that it's already resolved.
One option is make tag only and close on release (but auto closing works pretty well using commit messages)
