I agree with jungleboy as well -- the majority of Phantom uses are on features that were completed with placement of that tile, so the Phantom grabs points and bounces right back.

And I can't think of the last time we played a game without the Phantom. It's just part of the core set as far as we're concerned.

I think Fritz_Spinne is correct with his interpretation, although I admit that I hadn't been playing situation 1 that way. It seems that the two movement times are different -- when a city is completed, GM is moved before scoring, and when a gingerbread tile is placed, the GM is moved at the end of the turn. Thus, if both of these things happen, GM will end up moving twice. Hello ridiculous point totals.

It doesn't help that the Order of Play in the current W-CAR is incomplete. My bad. I have added the appropriate steps to the Order of Play for the upcoming version.

The double landscape tile is still one landscape tile - so the Dragon may eat all figures around the feature German Castle - example a follower on one of the roads. The Dragon goes one step: one landscape tile. He (the Dragon) has then some more choices to go forward on this way of 6 steps
I'm not sure if I like this. In conclution this must mean, that the dragon also has to move from halfling to halfling. At least these are seperate tiles too!

Except a previous clarification has already stated that 2 halflings together = 1 tile.

I think I like this version better. A multi-tile structure always protects its inhabitants.

The Dragon can eat the Teacher? What would be the point of it eating a neutral figure?

In game play terms, there's not really much point, as it affects everyone equally. However, I think that HiG made this decision to keep the symbolism constant -- if you're a human (or pig or sheep), you're not going to fare well against a dragon.

Okay, here are a few clarifications that I think we need based on the newest expansion and the recent Dragon FAQ:

Since the Dragon can eat the teacher, does the teacher count as being on both tiles when he/she is in the school? (Similarly voiced by JT Atomico on another thread.)

Do the German castles protect followers from the Dragon the same way that other castles do?

When the Dragon lands on a German castle tile (the double tile), does this whole tile count as a single tile for the purposes of movement?

I can't imagine that anyone thought that the dragon could eat landscape tiles (hmm, idea for new mechanic?), but as long as you're trying to make a complete reference, you might as well go all in.

I think the expansion is an interesting one, but for some reason I almost never use it...

My biggest concern with the Goldmines is in relation to the CAR. As whaleyland noted, there's a little bit of complexity in the rules when there are multiple players or multiple features with a simultaneous claim to gold bars. My fear is that some day someone is going to have a situation where the claims get really messy, and I'll end up having to write a page-long clarification footnote. (Kind of like the builder-bazaar combo -- that thing still gives me a headache when I read it.)

I think I understand the intent of this rule, but I want to make sure it's absolutely clear for the CAR, since "participating player" is not a phrase that has previously been used in Carcassonne. Does this mean that every player with at least one follower on the completed feature gets the bonus points, whether or not they have a majority? Does the person who completed the feature get the bonus points even if he or she does not have a follower there?

And I second the question about farming. Since there is no mention of farming, I would assume at this point that these castles do not produce points for farms since they were not originally cities/towns. However, that should be clarified.

I spoke too soon about the abbot using a flying machine to land on a garden. This is legal per the clarifications that kettlefish just gave us (#10 in the list).

Interestingly, the rules for the Flier explicitly state that the only valid landing points are roads, cities, and cloisters. I think the intent of this was to prevent landing on a field or a movement feature (magic portal or another flying machine), and gardens hadn't been planted in the world of Carcassonne yet, but strictly the abbot might not be able to land on gardens. This would have to be officially clarified.

I do think Abbots can be captured by a tower - but they should not be placed on the tower.

I agree -- towers can capture followers, and abbots are followers, so they are fair game to be kidnapped.

As I commented on in a different thread, I am confused by the ruling that an abbot (the New Carcassonne version) can be placed on a tower. This contradicts the rules of New Carcassonne that the abbot can only be placed on a cloister or a garden. If I understand kettlefish’s explanation (and correct me if I’m wrong), the abbot can be placed on a tower because it is a follower. But the rules for The Tower don’t state that “any follower” or “all followers” can be placed on a tower piece. They only state that “a follower” can be placed there, and they explain what happens if a follower is placed on a tower.

An analogous situation: Somebody asks me who can play in the National Hockey League, and I respond “People can play in the NHL.” This means that wombats and blue whales need not apply, because they are not people. However, it does not mean that all people can play in the NHL. I’m not a very good skater, and my puck-handling skills are terrible (I’m not originally from Minnesota), so I could not play in the NHL, even though I am a person (as far as I know).

What’s my point? Abbots (and mayors, and wagons) shouldn’t go on the tower. Their inherent limitations for placement should be the most important consideration as to where they can or cannot go. The Tower rules explain what happens if a follower is on a tower, but these rules should not supersede the rules of those followers, especially as there is no comment that “all followers” can go on the tower.

If abbots are going to be allowed on towers, we have to accept that the limitation about cloisters and gardens only is a meaningless limitation. Right now, the following features all state that a follower can be placed there (ignoring the magic portal and flier, as followers really only use those features to end up somewhere else):

City
Field / farm
Road
Cloister / monastery / abbey / shrine
City of Carcassonne
Tower
Wheel of Fortune
Castle
Garden (abbot only … maybe)

If we are going to ignore the abbot’s limitations on the tower, then do we ignore those limitations for the Wheel of Fortune, too? And if those are legal, why not a city or road? Those features use the exact same language as the tower in stating that “a follower” can be placed there.

Finally, if we are going to re-configure the rules for the abbot, we’ll have to reconsider the mayor and wagon, too. Essentially we would need a big grid to tell us which feature type each follower (Standard / big / phantom, mayor, wagon, abbot) can go on.

Or we can just follow the rules as they are written. The abbot can only go on a cloister or a garden. The mayor can only go in a city. Period. End of story.
