It is officially (by HiG) allowed or prohibited to play with 2 tower dispensers, 2 tile bags... ?

If you play a complete C2 game (no CnP and no PnP), you should have 362 (without taking into account the start tiles, the scoring tiles with 50/100, the scoring tile for gold, the message tile, the abbey tiles, the halflings, the German castle tiles, the king tile, the robber baron tile and the river tiles). A tower dispenser is for maximum 180 tiles.

I can't imagine why they wouldn't want you to use multiple towers. Also, I too don't think they'll ever comment on it further than "if you want to do that please go ahead"
You can order additional towers from cundco here, so if you need more because you want to play with more tiles, they won't stop you
