From the Z-Man rulebook:

The level where you placed your tower floor determines the tiles from which you may capture a meeple. You may always choose the tile on which you placed your tower floor. From there, for each floor in the tower, you can reach one tile in each of the 4 directions. For example, if the tower floor you placed is the first level, you have access to 5 tiles (see example below).

To me this is the key phrases: "The level where you placed your tower floor determines the tiles from which you may capture a meeple. You may always choose the tile on which you placed your tower floor."

I interpret this that you should be looking from the tile on which you placed the tower piece and not from any other tile that might also have one or more tower pieces on it.

Where did the coasters go?  :o

I think I'd go for a new road below the eastern tile of the completed city making a turn to the east.

In regards to option 1, let someone else seek revenge indeed (like yellow) as I don't like to give red another 2 free points. In regards to option 2, whatever is put beside that space is fine as all possibilities for that space are still in the bag, so I'm not worried yet about that. I can't think of another interesting option so I guess I'm picking option 3.

I went for the same level for the same reason... Every game seems to come with their own playmat(s) these days! I don't mind having one or two, but there seems to be some overkill with this imho.

Being Dutch/Canadian I had to back this little game from Canada about a city in the Netherlands: https://www.kickstarter.com/projects/1812622835/town-builder-coevorden

The publisher is from Vancouver and I noticed this little snippet on Wikipedia about Coevorden: "The city of Coevorden may have indirectly given its name to the city of Vancouver, which is named after the 18th-century British explorer George Vancouver. The explorer's ancestors (and family name) may have originally come to England "from Coevorden" (van Coevorden > Vancoevorden > Vancouver).[5] There is also a family of nobility with the surname van Coeverden, sometimes spelled with a K (as with Canadian kayaker Adam van Koeverden)."
