Mage and Witch rule clarification

In the Mage and Witch expansion when the Mage figure is already in play and within an incomplete city is it possible, when playing the next M&W tile, to move the Witch (as yet unplaced) into that city and therefore displace the Mage and move it into another incomplete city? Hope the question makes sense!  :red-meeple:

Your described scenario is not possible. Quote from CAR (Complete Annotated Rules), p.154:

Thank you. That makes sense. And stops the huge point swings we have been having by playing the above rule wrongly with 2 players!  :red-meeple:
