Title: Why cities score 2 points/tile instead of 1 point/tile?

After reading some reviews and analysis, I know that there are many people think city is more powerful than road, and I&C fixed it by adding inn to give road more bonus.

But I think it can also be done by negativing city, the result should be same (only compare road and city).

So, why not? And go further, why city get 2 point? I think if there is no (or less) three-part and full city tile, like Hunters and Gatherers, the city will be easy to complete just as road.

My core question is, if there is a spin-off, can city scores 1 point/tile without any balance problems? And what should be done to solve these balance problems?

I don't think there's an issue. The core game has gone through 4 revisions of scoring over 17 years .  I  think it's balanced.
