This lady is overworking too much...

Oldbonz and I used the same mysterious lady for the Dragon Killers fan expansions too (C1 and WE Download Edition)...  :o

Hahaha, funny to see how they sometimes reuse these.
I've got the Carcassonne & Rio Grande tin combi box, but it's still in shrink, so never opened it to see these things

go to wikipedia to see the legend of dame carcas, it will give you maybe an idea of extension for the city
