Is a meeple allowed in a inactive plague region?

Yes. A tile with an inactive Plague flea chit is the same as any other tile, although there is a higher chance that the Plague may be reactivated there.

The only way to get on a tile with an inactive flea is to use the flying machines, magic portals, or flight from the plague option.  By the way, if you are still on the fence about this expansion, get it from the spielbox website before it gets expensive.  I think it is worth the ~$11.

That's not how I interpret the rules:

The follower may not take flight to or over a tile with a flea token (either active or latent),
nor to a tile with an active Outbreak.

conclusion could be: It is possible but then only via a magic portal because this is not considered as running away from the plague.
I have no opinion about the flying machines because I don't have this expansion.

I really don't see how the rules can be interpreted this way. I don't think you can place a meeple on a plague tile - even an inactive on - by any method. The difference between active and inactive is that the latter cannot grow - at least until it is reactivated.

It says you can move the flea any time during your turn, so can't you pull the magic portal tile and move the specific inactive flea for the tile you want to teleport to?

It does say you can't take flight through inactive fleas.  Sorry I missed that.

Yeah I reckon that's fine and part of the interest of the Plague.
