Official Rules / sheperd and the wheel of fortune

I've got a question about the sheperds and the wheel of fortune. I've already read the CAR, but i would like an answer from you guys just to be sure. We've just played Hills and Sheep a few times and we've always played with the wheel of fortune (we are fairly new fans to the game).
So the other day the pig from the wheel was on the plague and one player only had the shepherd on the board. Since the shepherd isn't a real follower, we dicided that the shepherd didn't have to go from the field. But, the shepherd does get eaten by the dragon. So here's my question: When you've got a shepherd on the board and you have to take a follower because of the plague, do you have to take the shepherd or can't he get the plague? And if he is affected and you also have a follower on the field, do you get to choose if you take the follower or the shepherd?
