Does anyone know if there is any clarification on this?
There is one halfling tile that is all city. If you have that one, but not another halfling with city, it becomes kinda useless to play if the city is not completed with that tile.
As the halfling gap does not count as a full gap for cloisters, so it kinda makes sense that it completes a city?

It doesn't complete the city.  Without a city tile that close it, it is useful in the following ways:

1.  The banner can give your mayor a majority in the unfinished city.
2.  Prevent an opponent's city from being closed if the city has a Cathedral or is under siege.
3.  Create a hole to keep someone from joining onto your farm.
4.  Add 2 points to your own city that won't be finished.
5.  Prevent an opponent from joining her city to yours.

There are probably more.

Useless? It makes for an amazing city blocker!
If only I had another Halfling.....

yeah thats right.
Most games we've been playing are mild, but we are planning to do a more aggressive version (with the dragon, plague, tower, catapult, crop circles, robbers, mage&witch etc), so it can really come in handy then :P
