There are some, but very minor i'd say. Here is a set of tiles in frame from Winter Edition 2020, and some loose tiles from Winter Edition 2012:  I grabbed some random ones, maybe there's a bigger difference on other tiles?

Exactly! This morning i checked my front porch only to find.... Another delivery But apart from my very friendly postman, i also had a very special delivery from Halfling, who visited in person for a delivery of new additions to the museum, but also for a nice cup of tea and a good catch up!

It depends a bit on how many expansions with their rules you want to use.
If you want to do a big but easy game, then 2 or 3 base games are great to just add volume.
Adding many expansions can complicate things a bit in terms of rules, which can work, as long as you're familiar with the rules

Haven't posted in a while, so a quick update: I've been expanding my collection of Spanish/Portuguese versions, with a few of these beauties:   Today i've been very lucky with multiple deliveries, such as this magazine:  I've had the tiles for quite a while, but never actually had the magazine And today i also received this:  And with that, i've completed the set of 9(!) different English language released of the C1 base game:

The Hill will act as a tie-breaker in terms of the amount of meeple. So having the Big Meeple on the hill does not break the tie if there is one. So if both have the same overall strength of meeples, and both 1 meeple (whichever sort) on a hill; it remains a tie and they both score If you have 1 feature with multiple hills, it doesn't change the outcome. If both have the same strength of meeples, and both at least one on a hill; it stays a tie. (See also here and more specifically on footnote 4
