Base Set and blue bag...

Ive just bought a used copy of the base set for my grand children as they have just become interested in board games. When it arrived there was no blue tile bag included. The seller said there never was one. Is this accurate? If you dont have a bag how do you pick the tiles? I thought they all came with a bag.

The bag came with one of the expansions: Traders & Builders. So, the seller is correct in this instance.

According to the base game rules, you're supposed to arrange the tiles into face-down stacks and draw them this way.
