The simplest thing they could do is convert double turns into two normal turns... Many issues would go away...

That's for sure, all normal full turns, with the restricion that that mechanics providing a new turn may be cumulated (builder - > jubilee - > message...), but each used only once by the active player before passing on to the next player.

That would make things easier and avoid too many consecutive turns
