The Festival can remove one of your figures placed on a tile, including a meeple trapped in a bathhouse. You cannot remove meeple captured by a tower because it is not placed on a tile but in a opponent's supply off the playing area (the rules are referring to this case). However, you would be able to remove one of your meeples placed on a tower.
